The Gulf has no shortage of advanced air-defense systems. Saudi Arabia, the United Arab Emirates, Qatar, Kuwait, Bahrain, and Oman have invested heavily in radars, fighter aircraft, interceptors, and command centers. Yet these national arsenals still do not form a regional shield. Missiles and drones cross the Gulf’s compact airspace in minutes. A threat detected over one state may need to be tracked, classified, and engaged by another. The United States and the Gulf Cooperation Council recognized this operational gap in 2024, when their Integrated Air and Missile Defense Working Group placed regional early warning and system integration at the center of its agenda. The political urgency has since increased. In September 2025, the GCC Joint Defence Council called for wider intelligence exchange, the transmission of a shared air picture to national operations centers, faster work on ballistic-missile early warning, and joint air-defense exercises.[2] These decisions were important. They also revealed how much remains unfinished. The GCC has common threats and increasingly similar technical requirements, but it still lacks the governance, trust, and command arrangements needed to convert separate national capabilities into collective deterrence.

The vulnerability is regional because the Gulf economy is regional. An attack on an oil-processing facility, port, airport, desalination plant, data center, or power network in one state can affect shipping, insurance, energy prices, investment confidence, and supply chains across the entire subregion. National borders do not contain the economic consequences of a successful strike. The challenge is also technological. A modern attack may combine ballistic missiles, low-flying cruise missiles, loitering munitions, and inexpensive drones. The purpose is often to overwhelm sensors, complicate targeting decisions, and exhaust costly interceptors. Buying additional high-end missiles is necessary, but it is not a complete strategy. Gulf states also need shared sensors, resilient communications, electronic warfare, low-cost counter-drone systems, common threat libraries, and rules for allocating interceptors against simultaneous attacks. NATO’s model is instructive, although it cannot simply be copied. NATO defines integrated air and missile defense as a permanent network of national and allied sensors, command-and-control assets, and weapons systems.[3] The lesson for the GCC is institutional rather than ideological: integration is produced by connectivity, agreed procedures, and delegated responsibilities, not by the possession of identical equipment.

Each GCC government remains reluctant to share its full radar picture, intelligence holdings, and engagement authorities. Smaller states may also fear that integration will become a vehicle for Saudi primacy. Strategic differences persist. Oman and Qatar maintain distinct channels with Iran. Saudi Arabia and the UAE cooperate closely but also compete for economic and regional influence. Relations with Israel add another layer of military utility and political sensitivity. These differences make the idea of a centralized “Arab NATO” unrealistic. The practical alternative is a modular architecture. The first layer should be a GCC-wide early-warning network that fuses data while allowing each government to retain sovereign control over engagement decisions. The second should establish common technical standards, secure data links, shared identification procedures, and regular command-post exercises. The third should focus on the joint protection of critical infrastructure corridors, including energy installations, ports, airfields, undersea cables, and desalination facilities. Integration can therefore advance by function, even when political integration remains limited. The GCC should also address the economics of defense. It is unsustainable to use a multimillion-dollar interceptor against every low-cost drone. Regional planning should combine high-end missile defense with electronic warfare, directed-energy research, mobile short-range systems, passive protection, redundancy, and rapid repair capabilities. Joint procurement and pooled maintenance could reduce costs and improve readiness. Saudi Arabia’s defense-localization program offers one platform for this shift. The General Authority for Military Industries aims to localize more than 50 percent of military spending by 2030 and explicitly links industrial development to readiness and strategic autonomy.[4] However, a regional shield cannot become a purely Saudi industrial project. It should create space for Emirati manufacturing, Qatari technology investment, Bahraini basing and training capacity, Omani maritime access, and Kuwaiti logistics. As earlier research on Gulf defense entrepreneurship has shown, localization strengthens sovereignty only when it produces usable capabilities, skilled personnel, innovation, and sustainable supply chains.[5]
The immediate requirement is a GCC-wide capability and governance audit. This should map sensor coverage, command delays, incompatible systems, interceptor inventories, industrial capacity, and vulnerabilities in critical infrastructure. The audit should lead to a costed five-year interoperability roadmap, tested through realistic saturation scenarios and joint exercises. Independent strategic advisers can help design the governance model, define measurable readiness indicators, and ensure that national procurement decisions support a regional architecture rather than deepen fragmentation. The United States will remain indispensable to Gulf air defense for the foreseeable future. But the objective should be greater regional ownership, instead of permanent operational dependence. A credible Gulf shield will emerge when national systems can exchange information immediately, when commanders train under common procedures, and when states accept that collective warning is compatible with sovereign decision-making.
