The Interdependence of European Diplomatic Unity and Military Credibility

Can Europe remain a peace project while rebuilding military power? This study explores the balance between deterrence, diplomacy, and strategic credibility.

By Saliaka Ioanna

The Interdependence of European Diplomatic Unity and Military Credibility examines the European Union’s transition from a predominantly normative and economic power toward a more strategically integrated geopolitical actor. Against the backdrop of Russia’s invasion of Ukraine, intensifying great-power competition, and uncertainty surrounding long-term transatlantic security commitments, the study explores how diplomacy, military capability, economic statecraft, technology, and strategic autonomy have become increasingly interconnected. Through an analysis of the European Union’s institutional structures, foreign policy challenges, sanctions regimes, defense initiatives, and regional case studies—including Ukraine, the Sahel, and the Middle East—the monograph assesses the opportunities and limitations of Europe’s evolving security posture. It argues that military credibility should reinforce, rather than replace, diplomatic influence, warning that strategic adaptation must not erode the European Union’s foundational commitment to peace, multilateralism, and democratic values. Ultimately, the study contends that Europe’s future global influence will depend not only on expanding its defense capabilities but also on achieving greater political cohesion, strategic clarity, and a balanced integration of hard and soft power within a coherent foreign policy framework.
