Dr. Cutler is best known as an Energy Security, Geo-economics, and European/Eurasian Affairs Specialist. Other practical specializations include Applied Complexity Science and Organizational Design, and Decision Analysis and Strategic Communications. He has had experience in nearly three dozen countries working with the private sector, governments, think-tanks, international institutions, and NGOs. Before becoming a policy practitioner, he researched and taught at first-rank universities in Canada, France, Russia, Switzerland and the United States. He earned the Ph.D. from The University of Michigan and two Sc.B. degrees from the Massachusetts Institute of Technology.
